be evenly spaced out and scheduled for specified
times. (Therefore a situation where there are
too many interviewees in a particular day will
not arise.) Any excessive workload could be
absorbed by extending the interview period
beyond two years or by lengthening the daily
working hours.

The forms are so designed that they are easy
to complete and vet. At the same time, they
also facilitate the input of data into the
computer.

Experience of running massive operations

The Immigration Department has the experience
in running two massive exercises involving the replacement
of identity cards for the entire population.

For the first exercise held between 1983 and
1987, eight special centres were set up, operating two
shifts from 8 am till 9:30 pm for six days a week. A
