Administrative Arrangements

For planning purposes, it is assumed that there

would be 500,000 applications in the first stage of the

scheme.

This number is only an educated guess based

on the following information :

(a)

There are approximately 3.5 million Hong Kong

BDTCs and BN(0)s.

The vast majority of the

rest of the two million population are holders

of Hong Kong Certificates of Identity and are

thus not immediately eligible to apply for

British citizenship under the scheme.

However,

there is nothing in practice to stop them from

applying for naturalisation as HKBDTCs, thus

rendering them qualified for the scheme in

due course.

(b)

The number of persons in active employment

in Hong Kong is approximately 2.75 million.

This figure includes both HKBDTCs and non-HKBDTCS.

As the scheme is aimed at people who are vulnerable

to emigration, it is fair to say that not the

entire population is

grateable. Hence,"it

is assumed that 20% of the 2.75 million employed
