Mr Maude discussed with you this morning a range of possible concessions that we might consider making during the passage of the Hong Kong Nationality Bill, which would meet some of the objections of those who will oppose the Bill without jeopardising the scheme itself. It was agreed that the most attractive option was your suggestion of asking those granted citizenship to sign a moral undertaking to remain in Hong Korg for a certain period of time. It might involve issuing passports which were valid but would be held by the Hong Kong Government until a certain date. It might be possible to build into the points qualifying system some incentive for those prepared to choose a later year for their passports to be issued. Mr Maude said that this should only be used as a last card, and that we would need to make it "Kaufman proof", but he would be grateful if you could work up the idea.

Mr Maude agreed that we needed to look carefully at the number of qualifying points that the Hong Kong Government were proposing to award for links with Britain.

Mr Raison's concern about awarding nationality to the descendants of those granted citizenship under this scheme whether it should be by descent or by grant - was also discussed. Mr Maude asked for a draft letter to Mr Raison covering this point.
