Eligibility
Open to BDTCs and BNOS resident in Hong Kong. Other British nationals who are entitled to re-admission or who have applied for naturalisation as BDTCs. Resident C of I holders who have applied for naturalisation by a given date (probably the date of publication of the Bill). Those who have become BDTCs or applied for that status between the first and second rounds, by a cut off-date which will probably be the announcement of the second round. Dual nationals to be eligible but to receive significant penalty points.
(ii)
Dependants
No nationality or residence requirement. A principal beneficiary marrying after becoming a British citizen under the Bill not to be able to transmit citizenship to his or her spouse if the primary beneficiary has by then ceased to be ordinarily resident in Hong Kong.

(iv)
UK team
A small UK team of 2 or 3 persons with clerical etc support provided by HKG. The team would probably be based in
Hong Kong continuously, at least while applications are being processed in sizeable numbers. Precise location of team to be decided.
(v)
Issue of Passports
HKID to issue passports on behalf of HMG under special security measures, and supervision by the UK team.
(vi)
Fee mechanism
We are still pursuing within Whitehall, but would be interested to have next week details of the Governor's existing powers to set fees, and their legislative basis.
