Week beginning 19 February
Mrs Grimsey back from Hong Kong.
Debriefing.
Submission to Home Secretary, with draft ODK paper, sets
out main features of the Scheme, the main unresolved
points and some options (eg on whether all occupations
should be covered and how much detail should go into the
formal Scheme instrument). The submission and draft ODK
paper should also address the need to begin preparing the
ground for publication, eg so that the Government's
supporters have advance notice of the approach envisaged
(no surprises).
FCO officials submit to their Ministers in parallel.
Week beginning 26 February
FCO officials pass on any reactions from their Ministers.
Home Secretary's meeting (now provisionally fixed for
26 February).
ODK paper circulated.
