The Secretary of State has seen the draft standard letters enclosed with Miss Brewer's minute of 10 January. He is content with these subject to the following points:

Deletion of the words "a moral obligation which we cannot ignore";
Revision of the language on Britain's investment in Hong Kong to take account of the possibility that it may be considerably more than £2 billion, if equity investment, banking interests and so on are included (ie to deal with Mr Henry Keswick's arguments);
Addition of the point we have made several times. that we must bolster confidence in Hong Kong now in order to avert a collapse in the future which could mean very large numbers of people banging on Britain's door;
We should of course ensure that the Home Office are content with these replies.
