That this House, mindful that the European Social Fund is used to provide courses which enable young people and the long term unemployed to learn useful skills, deplores the arbitrary way that the European Commission have recently imposed a new set of priorities for Objectives 3 and 4 of the European Social Fund; regrets that work undertaken by the local authorities to prepare programmes as originally instructed by the European Commission has been wasted; expresses concern that these changes threaten the viability of courses which are vital to the future well being of the regions; and calls on the United Kingdom Government to press the European Commission to allow local authorities to resubmit their programmes so that they accord with the new priorities, and to ensure that the changes do not result in a loss of funding.

That this House condemns the Secretary of State for Wales for failing to answer the very real questions about the poll tax in Wales when he delivered his statement to the House on Monday, 18th December; and notes that Welsh local authorities will be in no position to hold the average poll tax to the Secretary of State's figure without major and drastic cutbacks in essential services.

That this House recognises the problems which may arise after the hand-over of Hong Kong to China in 1997; appreciates the contribution of the people of Hong Kong to the Commonwealth in peace and war; notes the strong connections between Hong Kong and the schools and universities in Northern Ireland; and welcomes the Government's decision to honour its responsibilities to the people of Hong Kong.
