DESK OFFICE asked to advise the Leader of the House of INDEX Pene attached Early Day Motion (EDM).

An EDM is not normally debated unless the Government provides time for it. Members who support the Motion are likely to press the Leader of the House, when he makes his regular Business Statement on Thursday each week, to provide Government time for a debate. He will normally refuse politely.

Would you please prepare speaking and background notes on the following lines and submit direct to PRU. We will arrange ministerial clearance: -

MATERIAL TO BE PROVIDED

The Leader of the House does not normally expect to make as detailed a reply to an EDM as a Minister might in response to an oral PQ. A speaking note of no more than three lines concentrating on the central point at issue will normally suffice. A brief background note is also required. If information contained in the background note is not to be used this should be clearly indicated. The speaking note should include references to any recent or impending Questions or debates on the subject. An example might be:-

"We support/deplore/understand the action/feelings referred to in the motion, as was made clear by my right honourable Friend the Foreign Secretary in answer to questions on

"[references to be attached]

FORMAT

Both speaking and background notes should be in prose not telegraphese. Ideally, what is needed is a single sheet of A4 paper with the EDM number and title (no more) at the head. The speaking note in double spacing and the background note in single spacing (both in lower case) should follow.
