Action Taken
Scheme is designed not to encourage immigration to the UK but to give key people the confidence to remain in and continue to contribute to the economy and administration of Hong Kong.
Main selection criteria will be value of service to Hong Kong and
propensity of people in their category of employment to emigrate. Other criteria will include experience, education, ability to speak
English and existing links with the UK.

Figure of 50,000 heads of household is an absolute ceiling. Figure of 225,000 is intended as an illustrative upper limit. Actual figure will depend on family size of successful applicants.
- Package is designed to fulfil our obligation under Article 4 of the Joint Declaration to "maintain and preserve Hong Kong's economic prosperity and social stability".

Latest vis t by the Foreign Secretary to Hong Kong has confirmed
our view that nationality package will play an essential part in
restoring co..fidence in the territory.

Package is not against Chinese interests.
- Aim is to encourage key people to remain in Hong Kong and to enhance stability and prosperity in the territory.
Believe that our intentions are consistent with the Joint
Declaration and associated UK Memorandum which does not preclude
citizenship before 1 July 1997.
