HONG KONG: LETTER TO ALL MEMBERS OF PARLIAMENT
As we discussed on the telephone this morning, I attach a first attempt at a draft letter to go to all MPs from the Home Secretary and the Foreign Secretary jointly. I am copying this to Francis Maude and to Foreign Office officials and would be grateful if you could circulate it as necessary within the Home Office.
The timetable which I had in mind is for comments and criticisms from the Home Office and Foreign Office to be collated during the first half of next week. Maurice Fraser will be in the office during my absence abroad. We shall then aim to polish the language and let the Foreign Secretary see a final draft either on Wednesday night or Thursday morning so the letter can be got out for the end of the week.
