I have set out below the main points which were agreed at our discussions here with you and your colleagues on 18 and 19 January.
Matters to be pursued by liong Kong Government Officials (HKG)

HKG will proceed with completion of the scheme for selecting citizenship beneficiaries under the proposed 8111, on the assumptions that

(a) the Bill will prescribe a maximum of 50,000 heads of household, as well as providing for their spouses and minor children. Principal beneficiaries will be citizens "otherwise than by descent" while secondary beneficiaries will be "citizens by descent";
(b) the present restricted interpretation of Sections 4(5) and 6(1) of the British Nationality Act 1981 (BNA) will continue to apply. Accordingly,
any additional quotas for the sensitive
sensitive and discipline services and other "vulnerables" will need to be accommodated within the 50,000 ceiling;
(c) the two-to-one ratio in favour of the private sector should be aimed at but there may be scope for flexibility,
We saw no objection to dealing with the disciplined services by means of an allocation or quota rather than under the General Application Scheme. Nevertheless HKG will consider whether depletion or resignation rales for these services (taken either jointly or separately) would provide an objective basis for allocating places to them.
