"The decision of the British Government will inevitably create contraditions leading to divisions and confrontation among Hong Kong residents. As a matter of fact, it has already caused considerable confusion among Hong Kong residents since it was made public. All these are evidently detrimental to the stability and prosperity of Hong Kong. Anyone caring for the future of Hong Kong cannot view this development with indifference.
