The scheme will cover about 50,000 households or 225,000 people.

The assurance will take the form of full British citizenship which will be awarded to recipients without their having to leave Hong Kong.
3.
Not all the assurances will be distributed initially:
a proportion would be held back for allocation nearer to 1997.
4.
The scheme will cease by 1997.
