A colleague in Consular Department mentioned to me last week that they have been receiving complaints from BDTC/BNO passport holders claiming they have been turned back by Portuguese Immigration officials on arrival in Portugal because they had no visa. Visas are required for BDTC/BNO passport holders, and the line Consular Department are taking is that travellers should check on visa requirements before setting off on their journey. Consular Department
think that when booking up with a travel agent in the UK, BDTOs/BNOS are being told that no visa is required as they have "British passports. A warning that travellers should check on visa requirements before setting off on their
journey is included in the notes on the back page of a BDTC/BNO passport, so the onus is very much on travellers.

At this stage, I think that we should simply take note of this problem but there may well be further
representations from HKG in the future. Is Portugal one of the countries included in the Visa Abolition Agreement
exercise which we are looking at?
