The House of Commons Foreign Affairs Select Committee in its recent Report on Hong Kong (Second Report Session 1988-89) made the following unanimous recommendation concerning the ethnic
minorities:
"We believe that the British Government has an obligation to provide proper Citizenship (i.e. British Citizenship) to this group of people which it has co-operated in consigning otherwise to a Second Class Citizenship."
WE ASK YOU AS A MATTER OF URGENCY to support us by writing to the Prime Minister, however briefly, supporting the
recommendation of your own Select Committee. The Government is at this moment deciding its "Nationality Package" for Hong Kong as well as its response to the Select Committee Report.
