1. Dr Ian Twinn MP wrote to Mr Maude on 19 February enclosing a copy of a letter from Mr Ho, President of the Welfare League, an organisation representing Hong Kong Eurasians.
I recommend that Mr Maude reply along the lines of the attached
draft.

The position of the Hong Kong Eurasian community has not been separately addressed before. The Council of Hong Kong Indian Associations have, however, lobbied hard on behalf of the ethnic minority 50s. In a letter of 18 April 1989 to the Foreign Affairs Select Comm tee, the President of the Council, Mr Harilela, explains that Eurasians form a part of this group.

Mr Ho suggests in his letter that Eurasians have been subject to a particularly high level of persecution and harrassment in China. He cites as an example the Farmer case. Mr Wye (Research Dept) has provided some background on this which suggests that Eurasians have not on the whole been treated worse by the Chinese than other
"foreigners"
