Please refer to Neville Johnson's letter from Bombay of 7 March asking for background on the status of ethnic Indians in Hong Kong after 1997.

2. This issue has been pushed by the Council of Hong Kong Indian Associations and they have been lobbying hard on it for some time. The line we have been taking is as in the attached briefing papers.

In addition I made enquiries about the Labour Party "pledge" to give right of abode to the Indian community in Hong Kong if they come to power, as quoted in the Independent of 17 February. Mr Hattersley did indeed write to the British Federation of Indian Organisations and said that a Labour government would give right of abode in UK to people of the ethnic minorities in Hong Kong if they became stateless. This is not a great deal of difference to the present Government's reassurance to the Indians.
