I refer to Mr Kavanagh's minute of 21 May 1990.
JD 164 would allow us to include in the BOC passports of holders of permanent identity cards of the SAR an endorsement to the effect that the holder has the right of abode in the SAR, but we are not obliged to include such an endorsement, and I think ultimately it is a question of policy whether it is decided to do so.
