HONG KONG: OFFER OF GIBRALTAR RESIDENT PERMITS

As you know, we are keen to retain talent and capital in Hong Kong. We do not, as a policy, support any measure by a foreign territory which runs counter to this effort.
- That said, Hong Kong is a free society where its residents
are at liberty to emigrate. We have never obstructed the
active immigration programmes of Canada and Australia.
Grateful if the Chief Minister would confirm that beneficiaries of the offer of residency in Gibraltar may qualify without needing to leave Hong Kong.
- If so then this scheme would fall in with the Government's
declared policy of helping to anchor people in Hong Kong, and as such we would welcome it in principle.
