- As you know, we are keen to retain talent and capital in Hong Kong. We do not, as a policy, support any measure by a foreign territory which runs counter to this effort.

- That said, Hong Kong is a free society where its residents

are at liberty to emigrate. We have never obstructed the

active immigration programmes of Canada and Australia.

- Grateful if the Chief Minister would confirm that beneficiaries of the offer of residency in Gibraltar may qualify without needing to leave Hong Kong.

- If so then this scheme would fall in with the Government's declared policy of helping to anchor people in Hong Kong, and as such we would welcome it in principle.

- Would be helpful to learn more about precisely what the scheme would involve. When your officials have worked out details perhaps you could write to me?
