INTERNATIONAL SUPPORT FOR HONG KONG

You asked what safety net provisions are in the US

Immigration Bill mentioned in Washington telno 2422.

The Bill in question is the Morrison Immigration Bill

and Washington's previous telegram, telno 1827 sets out the

details.

These are:

(i) doubling the annual visa quota from Hong Kong to

20,000;

the year

(ii) the ability to defer using a visa up to (2002 (subject to remaining eligible for a visa);

(iii) a separate provision of 15,000 additional visas to

be issued during 1992-3 for employees of US firms in Hong

Kong. The deferral provision would also apply to these.

The first provision was in Morrison's original draft, the

second was proposed by Congressman Frank on 3 April

(Washington telno 782) and Morrison introduced the third

into the version presented to the Judiciary Committee on

1 August.

The use of the term "immigration safety net" is more than a little misleading. These arrangements fit squarely
