either way, and still allow Bossano to get what he wants. If they want to decrease the numbers entering mainland UK, they can allocate a proportion of the 50,000 quota to Gibraltar. If they want to find a plausible way of expanding the UK scheme while not exceeding the limit set by Parliament, then they could authorise the Gibraltar scheme to be set up as a completely separate, parallel operation, not affected by the UK quota. But in the latter case legislation would be necessary to allow Gibraltar to offer citizenship without a five year qualifying period of residence.
