been agreed by Ministers. There may be problems in getting a scheme past the Immigration Ministers.
Despite being the largest foreign investor in Hong Kong, Japan is
unwilling to help in ways similar to our
own package. They will however at every opportunity impress on the Chinese and others the importance of Hong Kong remaining stable and prosperous. by the Secretary of State during his recent visit to Japan.

Will issue multiple entry visas backed by guarantees of work and residence permits to about 15 employees of Luxembourg companies in Hong Kong. The scheme has now been agreed.
The Dutch Foreign Minister has agreed to look again at possibility of issuing advance residence permits which would not require legislation. At their
request, we have given Dutch MFA details
of similar schemes being considered by
other countries. They have not yet come up with a proposal and it is not very
hopeful.
