A 1. You asked in a manuscript note on telno 2560 if we could
determine how the US authorities were going to define a US
company in Hong Kong under the terms of the Morrison Bill.

We consulted Washington whose reply makes clear that the definition is very narrow. You will recall that a similar,
narrow definition of a UK firm was rejected for our
purposes because it would have excluded Jardines and other
"British" companies not registered in the UK.
