Norway
Will issue multiple entry visas backed
by guarantees of work and residence
permits to about 15 employees of Luxembourg companies in Hong Kong. The scheme has now been agreed.
The Dutch Foreign Minister has agreed to look again at possibility of issuing advance residence permits which would not require legislation. At their
request, we have given Dutch MFA details of similar schemes being considered by
other countries. They have not yet come up with a proposal and it is not very hopeful.
The State Secretary in the Norwegian MFA is sympathetic and has assured us that our approach will be considered at
Cabinet level, but still no further
news.

New Zealanders have now completed their review of immigration policy. Have decided to introduce a points scheme on
Australian model. Appeals to be little scope for deferved immigration.
In view of Portuguese commitments to
Macao, the Embassy in Lisbon see no point in pressing the Portuguese over guarantees for Hong Kong people. However, a number of Hong Kong BDTCS have obtained or applied for Portuguese citizenship through a Macao link.
