5. The High Commissioner doubts whether we shall be able to
shift the Australians on this but is of the opinion that we
should continue to press them to come up with something specific for Hong Kong, and not simply let our case slip by default. The meeting that the Home Secretary is having with
Mr Hand (Federal Minister for Immigration, Local Government
and Ethnic Affairs) will be the best opportunity to put our points across.
