1. Please refer to your telno 491 of 6 September about a report (which we have not seen) in the Herald Tribune that the proposal for locally engaged staff of Canadian companies in Hong Kong to be given Canadian right of abode visas had been ruled out by Ottawa.
2.
The DEA tell us that the Canadian Chamber of Commerce have been pushing this proposal for some time although the Canadian Government have made clear that it is unacceptable. The Government take the line that they will use their widest discretion in the context of the existing policy. Discussions with the Chamber will continue on this basis, not on the right of abode.

We understand that the Herald Tribune is published in Paris.
