a) Governors' Terms and Conditions of Service

Mr January reported that the exercise undertaken by the

personnel departments to bring the terms and conditions of service.

more closely into line with DS norms was now almost complete. WIAD

planned to submit the proposed new terms to Ministers in

mid-February; the Governor-designate of Montserrat, who was due to

take up office in late April, would be the first Governor to whom

the new terms would apply. We also planned to extend the new terms

to future contract Administrators of Ascension and Tristan da Cunha.

On the conduct and discipline aspects, Mr Murray observed that PPD's

Legal Adviser had proposed that letters of appointment for future

contract Governors should make explicit reference to those areas

where DS, rather than colonial, regulations would henceforward

apply. Mr Magee commented that PSD's work on the salaries and

allowances was now well underway, but all references had to be

checked with the various specialist sections within PSD, a process

which had to be conducted thoroughly and therefore took time. A

package should be in place by mid-February. The terms would of course also apply to Mr Bradley if he extended his term as Governor

of TCI.
