DESK OFFICER Mr Kinsman this

g the followingenpoints.

Kinsman has been a regular visitor to London recently and went out of the way to say how much he welcomed the good relations he had established with John Weston and Nigel Broomfield. He had also had a useful meeting on questions of communications security with David Moss and Jim Hodge. Finally, he had called on Sir P Cradock, and found little to disagree with in the conservative assessment given him.

(ii) Canada/EC

Kinsman confirmed that DEA were pleased with what they had persuaded the Prime Minister to say in his speech to the Stanford Alumni, and went on to express interest

He in Genscher's idea of a declaration (see below). did not however give me the impression that the Canadians had a clear game plan for their forthcoming annual bilateral with the Commission (I assume that the Commission

I said that I thought team will be led by Andriessen?).

it would be important to put a strong political pitch across to Andriessen, to emphasise to him at first hand that Canada saw its relations with the Community as more Kinsman said that it was than a matter of fur and fish. indeed much more than fur and fish, and seemed to agree that they would have to think about how they played the meeting in May. (Incidentally, I sat next to Gilles Landry at lunch and he was clearly most grateful for the stimulus which Mr Hurd's visit had given to Canadian thinking on EC/Canada relations. I made a similar pitch to him about the need to take advantage of the May meeting, and we should perhaps discuss whether it would be worth someone going over the ground with him in a little more detail.)
