PERMANENT RESIDENCE CERTIFICATES IN

Since last Summer WIAD has consulted HKD on a number of occasions about proposals involving the sale by Dependent Territory and other governments of permanent residency certificates to Hong Kong residents. I refer in particular

to:

a)

Turks and Caicos Mortgage Company

(Governor of TCI's letter of 16 May 1989; Miss Eddis's minute to Legal Advisers, copied to HKD, of 13 June; Mr Leicester's reply of 14 June);

b) John Shearer's proposals for resettlement in Belize

(Mr Fearn's minute of 25 July 1989; FCO telnos 119 and 126 to Belmopan; Belmopan telno 189);

c)

Proposal received by Governor of Anguilla

(Governor's letter of 30 May copies to HKD under my minute; Mr Hague's minute of 5 April to me; Hong Kong telno 1247; my reply of 11 April to Governor);

2. I attach copies of the two latest proposals: -

a)

an enquiry from the Rose Foundation, which we have referred to the TCI government;

a letter from the Governor of Montserrat on a government proposal to accept fifty Hong Kong families for resettlement. We should welcome HKD's comments before replying.

3. Until now we have been handling these proposals on a piecemeal basis. However, as the flow of schemes and enquiries continues, there is an increasing need for a concerted approach. To my knowledge, the 'insurance' or resettlement proposals have now been put forward, in greater or less detail, in the context of at least five Dependent Territories (Anguilla, Bermuda, Gibraltar, Montserrat and TCI) plus Belize, and there may well be others which will be brought to our attention in the coming months. Late last year, HKD drafted a guidance circular to Governors (the copy WIAD received was dated 26 July). I gather that the circular
