Finland were not included in our worldwide lobbying exercise and
the subject has not been raised with them in the past.
Mr Maude, if the opportunity arose, might like to sound out the
Finnish government if there is any possibility of Finland offering a
scheme of assurances, perhaps to local employees of Finnish
companies or agents of companies working in Hong Kong.
