MR MAUDE'S VISIT TO PARIS: 30 MAY

STEERING BRIEF

1. The non-OECD part of Mr Maude's programme begins with a breakfast meeting at the Residence on 31 May with opposition politicians - the former Minister of Industry, Alain Madelin

(UDF), one of Chirac's political advisers, Pierre Lellouche

(RPR), and the opposition spokesman on relations with

Eastern Europe, Alain Lamassoure (UDF). Madelin was one of the leading figures behind Giscard's platform in the European elections last year. Lellouche was until a year

ago the number two at IFRI (Chatham House equivalent).

Lamassoure, both an Assembly Deputy and an MEP, is one of Giscard's right-hand men. But for the dispute on opposition policies towards Europe and on security, he might have been the opposition spokesman for EC and defence affairs. The

meeting will enable Mr Maude to tease out the differences between the RPR and UDF in policy towards Europe.

2. After the OECD lunch, Mr Maude has 90 minutes of talks

with Mme Cresson. We have told Mme Cresson's office that Mr Maude will be ready to discuss the Single Market, political

union and EMU, Japanese cars, the GATT, EC/Eastern Europe,

the sites of EC institutions and EC/EFTA/EES. Mme Cresson's

office said they would let us know if this outline agenda

caused them any difficulties. They have not yet done so.

The list of subjects roughly follows our order or priority.

3. At 17.00 Mr Maude calls on the State Secretary for

Humanitarian Affairs, M Kouchner. M Kouchner has a strong

personal interest in Vietnamese Boat People (VBP) and has

made visits to Hong Kong and Vietnam. While he is not in

charge of French policy on VBP (this is formally the

preserve of the Quai) he undoubtedly exercises a strong influence on the decision-making process. Although he
