GIBRALTAR: POSSIBLE ENTRY SCHEME FOR HONG KONG BDTCs
1. Please see the attached minute from SED. Mr Morris and I discussed this before his trip to Hong Kong but has been delayed because of other work following his return.
2.
I attach a draft reply. I can see no problem in any of this from HKD point of view and NTD also agree.
The only point to emphasise is that the Gibraltar scheme should not be included in the UK legislation.
3. Providing it is legally possible for Gibraltar to pass their own legislation, the scheme they propose to give 200-250 people from Hong Kong residing in Gibraltar, without them having to go and live there, would be welcome.
