The following action was agreed at Mr Maude's meeting this morning:

a)

Banking.

Mr Maude to discuss this with Sir Piers Jacobs on 22 March, and with Sir Kitt McMahon on 17 April.

b)

Bill of Rights. Mr Maude would like a copy of the published text, please.

c) Basic Law. Mr Maude would be grateful for advice from News Department on whether he should talk to leader writers in advance of the promulgation of the Basic Law at the NPC plenary session starting this week.

d) JLG. Mr Maude asked for advice on subjects for the agenda

e) Briefing for Lord Young. Mr Maude asked for some revisions to the briefing submitted on Friday (delete material on VBP; strengthen line on Hong Kong as an international centre; provide statistics on the levels of US, Japanese and other European investment in Hong Kong; strengthen line on PADS vital for Hong Kong's future/only of value post-1997; re-order format, as for Mr Maude's briefing).

f)

Nationality/Approved Secondment Scheme. Mr Maude would like to see in the next day or so an analysis of the legal possibilities for a Scheme without legislation (eg whether it could offer entry clearance certificates or settled status without residence in the UK).

h)

Nationality/International Support. Hong Kong to provide statistics on the number of passports/entry permits granted to Hong Kong people by other countries with a view to an announcement during Mr Maude's visit about existing possibilities as much as new ones;
