The State Secretary in the Norwegian MFA is
sympathetic and has assured us that our
approach will be considered at Cabinet level.
New Zealanders have now completed their review
of immigration policy. Have decided to
introduce a points scheme on Australian model.
Appears to be little scope for deferred immigration.
In view of Portuguese commitments to Macao, the Embassy in Lisbon see no point in pressing the
Portuguese over guarantees for Hong Kong
people. However, a number of Hong Kong BDTCs have obtained or applied for Portuguese citizenship through a Macao link.
Singapore Government are considering the
possibility of extending their existing scheme
for blue collar workers and introducing
separate arrangements for executives (allowing them to qualify for a passport after spending
only six months on secondment in Singapore).
The Swedes are considering a possible scheme, possibly on the lines of the Danish solution.
Possibility of new immigration arrangements for
Hong Kong still under consideration by the Administration and in Congress. But there is substantial resistance in both to making Hong
Kong a special case. House Immigration
Sub-Committee is now discussing draft
Immigration Bill, including amendment to extend
period within which those awarded visas will be
allowed to take up residence in US. Timetable
for Solarz's resolution to reach floor of House
