1. Mr Maude asked for a further round of lobbying to be conducted in advance of the publication of the Hong Kong Bill and his forthcoming visit to Hong Kong (your minute of 19 March refers).

relevant telegrams are also attached.

2. The response is now more encouraging. Six of our EC partners are willing to help. France and Belgium have already taken special measures for local employees of their companies in Hong Kong. They have also agreed that we can refer publicly to these measures, although in the case of Belgium they would prefer us not to do so until Belgian companies have been informed. The FRG and Luxembourg are likely to take final decisions on their schemes very shortly. The Italians and Danes are also looking seriously at possible schemes. The Dutch have so far been less helpful but Mr Van den Broek has agreed to reconsider the matter following Mr Maude's visit
on 21 March.
3. The major players (United States, Canada and Australia) are still reluctant to take special measures for Hong Kong but are now more forthcoming on publicity. Although the Canadians have
