Dear Mr. Halmos:

* 2 MAR 1990

I would be obliged if you would send me a copy of the material on Hong Kong which your committee has produced. I would be especially interested in seeing a copy of the Price Waterhouse Report on the Brain Drain.

As you may be aware, the Canadian Government is taking a strong interest in developments in Hong Kong. At the beginning of February a senior delegation, led by our Assistant Deputy Minister for Asia and the Pacific in our Department of External Affairs, visited Hong Kong and met with the Governor, legislators and senior officials to discuss how Canada might assist in efforts to restore confidence in Hong Kong. The delegation later went to Peking and raised the issue with the Chinese authorities. While Canada will not offer a right of abode package modelled after that of the United Kingdom believe our current immigration policy is sufficient, we are looking at a variety of other confidence-building measures.
