1. Mr Maude has considered your submission of 8 March. He is not persuaded by the recommendation that we take no action with Pretoria. The argument that an approach would be counterproductive depends on it being publicised, which it need not be.
2. Mr Maude would like an approach to be made to the South African Government, along similar lines to our other approaches for international assurances for Hong Kong, if Mr Waldegrave agrees.
