1. Mr Maude will wish to know the outcome so far of our efforts to
persuade other countries to follow our lead in offering assurances
to Hong Kong people.
2.
I submit a table summarising the responses we have received.
Copies of all the relevant telegrams are also attached.
3. The results so far are not encouraging.
We therefore need to
consider what further action need be taken. I recommend:
(a) that the Hong Kong Government should reinforce the action
taken by posts by lobbying Consulates General in Hong Kong. If
Mr Maude agrees, we will prepare instructions accordingly;
(b) that Ministers should lobby their opposite numbers whenever
a suitable bilateral or multilateral opportunity arises. We have
consulted the relevant departments here about Ministers' forward
programmes. I submit a table setting out an action plan.
