HONG KONG ASSURANCES: INTERNATIONAL SUPPORT

1. Mr Maude discussed Mr Paul's submission of 8 January with Mr McLaren this morning. The Minister agrees that we should conduct further lobbying, in order to emphasise that we were not simply making polite enquiries, but that we attach considerable importance to this - and that others who benefit from business with Hong Kong should take this seriously too. He agrees therefore with Mr Paul's two recommendations; the EC/ASEAN meeting which Mr Maude will be attending next month will offer further opportunities for lobbying at Ministerial level. He also agrees with Mr McLaren's suggestion that Heads of Mission should follow up the first round of lobbying at senior, preferably Ministerial, level and that the Secretary of State should press the US, Canada and Australia in particular.

2. Mr Maude considers that it would be useful for the Secretary of State to be able to refer to the action we are taking with others when he visits Hong Kong next week.
