Mr. SOLARZ (for himself and Mr. PORTER) submitted the following concurrent resolution; which was referred to the Committee on Foreign Affairs
CONCURRENT RESOLUTION
Concerning the establishment of a multilateral initiative to promote confidence among the people of Hong Kong.
Whereas the Sino-British Joint Declaration on the Future of
Hong Kong provides for the reversion of Hong Kong to China on July 1, 1997, after which Hong Kong will become a Special Administrative Region of the People's Republic of China;
Whereas the Joint Declaration states that the People's Republic of China will provide that the Hong Kong Special Adminis- trative Region will retain its economic and social systems for at least 50 years after 1997, have a "high degree of au- tonomy", and have executive, legislative, and independent judicial power (including the power of final adjudication);
Whereas the Joint Declaration further provides that the laws of Hong Kong, which are based on a foundation of equity and
