to remain in Hong Kong after 1997 without forfeiting

that right;

(2) urges the President to encourage and work with the Government of the United Kingdom in com-

mencing discussions with members of the European Community, Canada, Australia, Japan, and other will-

ing nations to develop and implement this multilateral

initiative;

(3) calls on the President to discuss with the

Prime Minister of the Government of the United King-

dom the possibility of convening a multilateral confer-

ence on Hong Kong to ensure international coopera-

tion and understanding regarding this multilateral initi-

ative; and

(4) urges the Secretary of State to support efforts

to enhance Hong Kong's status as an international fi-

nancial center as described by the Sino-British Joint

Declaration, including efforts to establish major public

international organizations in Hong Kong.
