the biggest concern of HKG concerning the Bill of Rights was the review of legislation. Current public disquiet about
law and order had heightened the difficulties of
compatibility between eg ICAC procedures and the Bill. HKG
intended to ask the Human Rights Centre in Geneva for
advice.
