After consulting colleagues in the Hong Kong Government I agree with Pam Major that there is no need to give a substantive reply to the Group as it was submitted to the LegCo Ad Hoc Group. Pam is of course right to say that we will take account of its contents in preparing for the second reading of the Bill in LegCo.
