manner in which the Covenants will remain in force in Hong Kong after the UK withdraws its treaty obligations. Furthermore, the PRC and the UK have not agreed to any mechanism for their continued application.
Under these circumstances, in order for the Covenants to remain in force in Hong Kong, Hong Kong itself must become a party to the Covenant or the PRC must accede to the Covenant on behalf of Hong Kong. The former option best ensures the rights of Hong Kong resi- dents. Under the Covenant, members of any United Nations ("UN") specialized agency as well as member states of the UN may become parties to the Covenants,? It may be pos-
sible, therefore, for Hong Kong itself to accede to the Covenants by virtue of the fact that it is a member of the World Meteorological Organization (full membership with certain qualifications as to voting rights) and the International Maritime Organization (associate member), two UN specialized agencies.3
Although, the Letters Patent may not provide the authority for Hong Kong to take that initiative,
