present plan is to submit the recommendation to the Privy

Council later this year, to coincide with the enactment of

the Bill here. Members of the LegCo will be able to see

the text of the proposed amendment before the Bill of

Rights is passed. I should like to take this opportunity

to make clear once again that the Bill of Rights itself

has the same status as any other ordinance and there is no

question of the Bill contravening or overriding the Basic

Law.
