Legco Speech by the CS
I enclose two copies of the draft speech by the Chief Secretary introducing the Bill of Rights Bill into the Legislative Council on 25 July 1990.
We agreed that in handing over the enclosed to Ambassador Guo, it would need to be pointed out that the speech is still in draft and may be subject to changes until delivery.
