Practically all those who made written submissions and DB members who expressed a view on this issue are opposed to a two-year freeze period. The commonly held view is that the protection of human rights afforded under the Bill of Rights should be made fully available as soon as pssible, that the full implementation of the Bill should commence early so as to allow more time for a reasonable body of case law to be built up before 1997, and that the
