The two motions carried by the Kwun Tong DB were :

"The Kwun Tong District

board supports the

in

intention of the Hong Kong Government

formulating the Hong Kong Bill of Rights

Ordinance" and

"The Kwun Tong District Board gave support to the

basic spirit of the draft Hong Kong Bill of Rights

Ordinance 1990 although members' views on the specific contents of the Ordinance varied."

48.

The majority of members of the Tsuen Wan DB

supported the BOR and its early implementation. Since the

freeze period might give rise to unfair treatment in

certain cases of conflicts with the Bill, the Board

considered it imperative that the BOR should come into

effect as soon as possible after its enactment. The BOR

should be supreme over other laws and no Government

Departments or agencies should enjoy exemption.

The Chairman of the Wan Chai DB summarised

members' views as follows :

(a) The Chinese translation of the Ordinance and

some legal terms in the Ordinance need to be improved and clarified;

(b)

The British side of the Joint Liaison Group

and government departments concerned must

maintain a close liaison with China to seek

its

consensus

before the introduction of the

BOR;
