I have amended the suggested brief in red. Most of the amendments are self-explantory, but I should draw attention to the following points (I have lettered the relevant passages for ease of reference):-

I don't think we should make the point here that the SARG will be constrained in the area of human rights. In fact it is both enlarged and constrained.

I fear that is all we can say but "hope to listen" is hardly the consultation to which I think the Chinese have a claim.

I doubt whether ExCo will save us and so we have to say something like this; but I would cross out the last sentence as giving too great an opening for a rejoinder.
